Aren't you calling the same thing by 2 different names? At least i missed something, verifiers and evals both require grounding data, and both are prone to the same failure modes.

Just as with traditional software testing, the key to it (testing/evaluating/verifying) is to try to break the logic by throwing as much at it to ensure it still outputs the accepted result. The gaps are created when people test/evaluate/verify the infamous happy path only.
